Sets the torque offset of an axis.
Return Value
	DINT	Error identification. See KsError.
Parameter
Axis	AXIS_REF	Reference to an axis.
Value	SHORT	The torque offset of an axis in 0.1 percent unit.
Sets the axis' torque while the torque control mode is used. This function can be used only if the TorqueOffset feature is enabled.
